Responsible and actionable data collection: evaluating and establishing data best practices beginning with disaggregation of key metrics at the county level. This includes age data, race and ethnicity for ELs to accurately track progress.
Language-access policy: Developing and establishing a comprehensive policy based on the 5% threshold described in the Civil Rights Act to ensure districts make full faith efforts to deliver information to non-English speaking parents and flexibility to develop effective and relevant engagement strategies and tactics.
EL graduate rate improvement: Establishing concrete and measurable improvements to address short term high-school completion rates.
Increasing EL program exit rates: establishing concrete and measurable improvements in the completion of English proficiency programs and eliminating perpetual program enrollment in K-12.
Closing EL learning gaps between grades 3 and 8: achieving measurable increases in English proficiency early in the K-12 pipeline that form the foundation of a student's educational outlook.
